Open Question: Mobile Home emergency exit rules?

My next door neighbor just recently bought a new mobile home. His family has been living there next to us for more than 10 years with peace. He bought a new house to replace his old one because his firstborn is coming.

Back in the day, when we just moved in, the manager of the Mobile Home Park told us that: even though the city requires 3 extra feet around the house for emergency exit/fire lane way.(So the city wants at least 6 feet gap between houses) Since the Park is too small, each tenant will use 6 feet of land to the right side of the house for parking purpose. (So my family use 6 feet to the right of my house, the neighbor will use 6 feet to the right of their house, yes?)

So, this new wife of my next door neighbor starting to ask for that 3 feet back because it is rightfully hers based on the city rules and threaten to built a fence there as a divider. The reason why she's screwing the Park's rules and followed the city's rule because she miscalculated, her new house turned out to be a little too big for her land. And the city rules seemed to be in her favor. But that means my house loses a parking spot. Huge arguments happened. and we're waiting for city inspector to comes to remeasure.

Right now the gap between my house and that neighbor is only 5 1/2 feet since their house is too big for their piece of land. They're argument based on city rules. My family argument based on the Park's rules and everybody else in the neighborhood followed the Park's rules.

My father said, if the manager allows this then what if all tenants start to fence up their 3 feet, then everyone will lose an extra parking. What's your thoughts? If I disagree to the city inspector's final decision, can I set an appointment to speak with him or how does it work?
